Air Monitoring: Linden East (Site No. 16)

Protection of human health is a priority during PPG Industries’ clean-up operations at its chromium sites, including Site No. 16, otherwise known as Linden East. To protect the community, PPG is using proven containment and control measures that have been approved by the New Jersey Department of Environmental Protection following a review by the independent technical consultant.

Among these protective measures is a dust-suppression plan designed to prevent excavated materials, including hexavalent chromium, from becoming airborne. Elements of the plan include water misting of work areas, spraying surfaces with dust-suppression materials and restricting truck traffic to paved areas, wherever possible.

PPG has installed air monitoring stations at the perimeter of the cleanup site to ensure safe conditions continue to be maintained during cleanup activities. Monitors are in use while active work is taking place and data from these monitors are included in the weekly reports posted below.

Air samples are collected, analyzed for chromium and the results are compared to the acceptable air concentration limits established by the NJDEP specifically for PPG cleanup sites. The safety limit for hexavalent chromium is 49 nanograms per cubic meter of air, which is considered to be protective of human health based on U.S. Environmental Protection Agency assumptions for cancer risk. PPG must meet NJDEP’s acceptable air concentration limit for the duration of the remediation. Monitoring for specific compounds such as chromium requires samples be collected and sent to a lab for analysis. Samples are collected daily at each station during the work shift with one station collecting a 24-hour sample during the week and a 72-hour sample over the weekend.

Dust, meanwhile, can be measured in real-time while work is taking place, allowing management to take immediate action designed to protect community health if needed. As a result, PPG continuously measures airborne dust as a surrogate for hexavalent chrome at each air monitoring location. The perimeter monitors take measurements while active work is under way, typically Monday through Friday, between 6 a.m. and 4 p.m.

The NJDEP-approved air monitoring plan established a limit on respirable dust of 339 micrograms per cubic meter measured on a 15-minute average basis. This limit was derived based upon hexavalent chromium concentrations at the site. Full-time air monitoring technicians located on site while work is being conducted review these readings to control site operations and implement additional dust-suppression measures as needed to protect the community.

May 2015: A review of air monitoring reports for Site 16 (Linden Ave) identified minor reporting errors in the June, July and August 2014 monthly air monitoring reports.

The errors in the previously published June 2014, July 2014 and August 2014 monthly reports have been corrected. In addition, all of the weekly reports have been revised to reflect the corrected Program-to-Date averages.

There have been no exceedances of either the Acceptable Air Concentration (AAC) for Cr6+ or the Action Level for PM10. Program-to-Date values continue to be well below the AAC for Cr6+ (49 ng/m3) and the Action Level for PM10 (339 mg/m3).
